Dear Writers, Contractors of the Laray Carr Company and other negatively impacted individuals,
First, my most humble of apologies for questioning your intuitiveness regarding the Laray Carr Company, LCP Media, Laray Carr Publishing and who we now fear is presenting themselves as CMCGroup. After my vow to help writers who were assigned articles and promised payment on Deb’s blog; I received an overwhelming response from writers as well as from Hope Hunt, Shadra Bruce, the editors of Laray Carr’s magazines and other contracted individuals. All of who have not received payment. Hope, Shadra and I have been working collectively and diligently over the past week to sort through this tangled mess of deceit.
Although many of you have stated and believe Hope has played a major part in pulling the wool over your eyes, I would like to assure all of you that she is just as much, if not more, of a victim as each of you. She has worked vigorously for LCP over the past 10 weeks and has not been paid, one cent. She has been used as a scapegoat by Roger Owens and the Laray Carr company when she has done nothing more than what she was instructed to do. Her name has been dragged through the mud, her family harassed and her image smeared. But, through all of this, she has remained relentless, kept extremely diligent records that protect herself and the writers legally, and has been an invaluable part of our efforts in investigating Roger Owens, Quincy Carr and the company in general.
Our initial theory is as follows:
The “company” believed it would earn money from advertising revenue to pay each contractor and writer, as promised. However, as a result of the blogs, many contractors began demanding payment upfront. Since the company refused payment until after the launch, the contractors quit, leaving a boatload of work to complete to meet the September 20th deadline, which made any hope for a September launch impossible. This left the company in a very bad position, with everyone was demanding payment.
The “company” should not have told contractors that their payments had been set aside and collected from investor money. They should have been upfront and honest about not having investor funding and instead recruited individuals who were willing to take on the risks of developing these magazines and receiving payment if/when the magazines launched. Sure, there would have been a ton of people not willing to participate; but those who were would’ve been aware of the risks involved and the magazines would have had a greater chance at being launched.
For a while, we each believed that this was the result of poor decision making, on behalf of a group of people who lack experience in publishing. Being in the business of consulting newbie publishers, this was not alarming. Most independent publishers have no prior experience or knowledge of the publishing industry; that is why they seek out the advice and help of publishing consultants.
Recent events have led us to believe that this is much deeper than a poor business plan. Within the past 48 hours, the three of us have confirmed that the corporate office address and phone number provided by Roger Owens, is a virtual office, Kable Distributors has not affiliated or agreed to any distribution deal with Laray Carr and the Dallas Convention Center has filed a suit against Quincy Carr. We are also under the assumption that there is no Roger Owens, Dean Person, David Person or Tim Baker and that Quincy Carr has impersonated and/or made up all of these names to help his “company” appear more established. Or perhaps, as representatives from the convention center informed us they believe there is no Quincy Carr and that “Quincy Carr” is a stolen identity.
In any event, at this time, on behalf of myself, Hope Hunt and Shadra Bruce, I urge each of you to contact Elance, Guru, Craigslist, Digg.com and any other forum for which freelancers are solicited for work and ask for their assistance in removing any ads for additional freelance work by any company that sounds eerily similar to Laray Carr. In addition, please forward the information below to them and ask their assistance in obtaining legal resolve for all who have been involved.
Each of us will be contacting the State Attorney General’s Office of Texas, the Terrell, Texas Police Department and the FBI with more detailed statements and information regarding this matter. Below I have attached a letter that we are asking everyone who reads this to forward to those same agencies. Contact information for each is below:

I am one of the many people who responded through elance.com, guru.com, Craigslist.org, or another Web site advertising employment to work for Laray Carr Publications, also known as LCP, LC Publications, LC Media, and CMC Group.
I would like to file a complaint against this company for non-payment for services rendered. I believe the company is operating an Internet scam to defraud investors, steal creative work, or steal identities of those who have given personal information to contract with the company.
The main person who seems to be operating this potential scam is a man named Roger Owens. The company is registered with the comptroller of the state of Texas to Quincy Carr with a registered address of 201 Crenshaw Street, Terrell, Texas 75160-4521. I believe that Roger Owens and Quincy Carr are the same person. The email address associated with this company is lcpublications@gmail.com.
The company was supposed to disburse payments on September 20, 2007 and magazines were supposed to launch October 1. Instead of receiving payment as promised, the company refused payment and has on more than one occasion threatened to sue writers and editors who are discussing the situation in blogs.
The company owes from $25 to several thousand dollars depending on the person involved. I would like to request your assistance in investigating this company and attempting to resolve payment issues.

This is so interesting! But I have to ask: How did the company create all those fake magazine “covers” posted on its website, which almost made the venture believable?
I didn’t write or edit for them but I do hope that the people who invested their time and energy for the publications will be compensated somehow.

I would suggest, when sending the letter to the AGO’s office, that the writer add a number as to how many people were likely affected by the scam. Are we talking ten, one hundred, or more than a thousand writers? I don’t know anything about the situation, but I do know that if I received the letter, I would want to know just how many people were impacted.

I wrote more than twenty articles for these people.I was promised payment, and because I was so busy, I missed another offer, and I am so broke that I am choosing between my daughter’s going to preschool and my medications. Thank you so much for posting this. I have felt like such a fool. The article advertised on the cover of Scope and Barrel- How to Track like a Pro- was my work. The topic was assigned to me.

I’m lucky in the respect that I took a FT job in August and have been just too worn out to look for gigs on the side - I never even knew of LCP/Laray Carr until people had already started asking questions.
Stephanie, thank you for giving everyone here this information. I sincerely hope all of the writers, editors, and designers are able to get some closure by working with law enforcement and/or the media.

How long has this been going on with them? I read one of their advertisements back in Aug. and was so shocked by it I wrote a blog post about how “sketchy” it looked. It ended up being the most popular blog post on my entire site, even though it’s a very “young” site.

I had all the details about Laray Carr and almost wrote for them but something didn’t quite seem right - almost too good to be true - so I decided to hold back and wait. Thankfully I was also busy with other projects.
I have every sympathy for those who have suffered from this - almost everyone who freelances has been skunked somtime but this is a bad deal and I hope all the writers receive the money they worked hard to earn!

The mysterious part to me is that it seems like an awful lot of work just to steal content, although the letter to the AG also notes defrauding investors and stealing content as other possible motives.

To answer everyone’s biggest question:
You’re all right. Why would he go through such great lengths???
That’s what made it all hard for any of us who were intimately involved, working day to day with Roger to believe it was a scam. And, to be honest, I still don’t believe he ever intended to not pay people.
What really throws a monkeyywrench in the whole thing, is finding out that he is Quincy Carr or that there is no Quincy Carr- and this is a one man operation. I can’t disclose how we found out- but the evidence is overwhelming. I will tell you all that the suspicion of him and Quincy being one in the same began when Hope called the “office” number we were given, asked for Roger Owens, was told there wasn’t any Roger Owens and was asked if she would like to be transferred to Quincy Carr. She said yes. She was transferred to a cell phone- that Roger answered.
Now, with our optimism- we thought, okay this is fishy, but it could’ve been a mistake;since we were almost convinced at that point that they were using an answering service anyway.
But then it happened again, when a different contractor called.
So now our spidey senses are heightened.
We were employing our friends and past co-workers and anyone we could who worked in research, record findings..etc… to help us dig up info on the names we had been told were employees of the company.
We couldn’t find a Roger Owens.
So, casually, in our talks, I made a connection between astrology; saying that Roger must be a libra or something like that because of something he said; he told me he wasn’t.. I acted shocked and asked him when his birthday was….
let me tell you; it doesn’t take my four year old that long to “remember” when her birthday is. and she doesn’t say um, uh, um, uh…
well… that of course, led us to dig more. to confirm what we were thinking.

so, its like, okay on one hand we truly believe he planned on launching these magazines; there was just too much work involved and he brought in too many people- he even had one person getting printing contracts and researching mail houses and all.
but then its like; well what was he going to do after the launch??? fire Roger??? and present himself as Quincy??

Thanks for this. What a painful lesson learned by many freelancers and consultants. I am truly sorry for you and all who have been affected. I hope that since this was done on such a large level that the proper authorities will do something about this guy (or team). Although I can’t imagine anyone will ever see a paycheck as a result, it would at least be a satisfaction to know that this person (or team of people) might be stopped from suckering others in.

While it’s great to see this all confessed to, what are you keeping from us that you don’t want him to know that you know and why? Just about everything you have said to far, most of us already knew about and posted about in the August thread that was removed. There were several of us that did research and found out all of this back then and even posted it to warn others.
I feel for those that sent material to this man or these people. Hopefully something can be done about that. But as far as the rest of the saga, some of us do know what was going on and saw thru the entire scam, not just roger/quincy/laray.
For the one that asked about how all the magazine covers were on the site thats not up now, probably Photoshop creations. If you remember, when looked at closely they were not magazine covers at all.. the lettering was way off, running off of the covers on several of them, misspelled words on a couple.

The magazines were Photoshop creations. There was a whole discussion about that on the August 24th thread, where a graphic designer said she created the mock ups and then their payment to her was reversed. Also, there was some discussion about whether Laray Carr had rights to the cover images used.

From the start, I never liked the wording in the contract, or the fact that the company “hired” me before looking at writing samples, so I never got lured in to this fraud.
I have kept up with it though through the blogs and periodically checked with the Better Business Bureau to see if they had any complaints listed yet. Those who do have complaints may want to go file with the BBB as well. I’ve had the BBB help me out to two issues in the past, both times getting my money that was due after the first email. Up until recently the company wasn’t listed on BBB, but I noticed today Laray Carr is finally listed.

I thought LCP Productions, listed on the BBB as a company offering data entry and transcription services, was the same Laray Carr. Hmmm. LCP Prod. is located in Van Nuys (sp?), California.
I, too, was scammed by LCP. They owe me $250.

You know what I find interesting? I didn’t hear back from them at all! I am reading on the internet that there was a mass email sent out awhile ago saying the articles were rejected blah, blah, blah but I didn’t receive it! Strange. Anyway, I decided to move on long ago and publish the articles elsewhere. I did file a complaint this morning though, just because I thought it just to those of you who want to pursue it. I really don’t think they’ll catch him though.

Like Beth, my contract had a request to print out the government tax form for 1099 income, fill it out, and fax, that’s when I threw it away. I know for 1099’s that companies will need this information, but I want solid evidence that a company exists first, and with Laray Carr it didn’t have it, which to me was a clear warning sign.
I’m sure many others did send this information though, and that was the first thing I thought of when it looked more and more like a scam. My mom had her SS information and green card stolen about three years ago from a secure parking garage in Burlington. She was going to walk the bike path and rather than carry her purse, she’d opened the trunk, tucked her wallet into the spare tire compartment, latched it back up, closed her trunk, and locked her car. Someone saw her do this, had a jimmy to open the car door and took everything. It took her over a year to get a new SS card, more than a year to get a replacement green card, and to this day the credit alert is still on her records (a good thing). As she said, it is NOT a fun situation to go through.

I went to the BBB’s site, but I could not file a complaint because I had no phone number for Laray Carr. I couldn’t get past the first page.
They never asked for my SSN, either. I don’t have anything for them to steal- they would have looked at my info and SENT me money.lol
I am still sending letters and emails. I only got as far as the FBI yesterday. I am determined to send it all, though. We may not win; the sad truth is, they really might not catch the guy. But, we have to fight back. We can’t just let them step on us like this.

The contract I had to fax to Hope’s husband’s steam cleaning business had a box for my taxpayer ID no. (SSN.) If I were a corporation, then the taxpayer no. would not be the same as my personal SSN. (I think this is accurate.) I was never, however, asked to fill out a 1099.

The contract said “tax payer id if applicable” I decided it wasn’t applicable so didn’t give it. I am so sorry for those that did supply one. I am out so little compared to everyone else and so sorry for the long-term contractors who worked so hard and got scammed — like Hope.

I know this is small consolation but for those that faxed or emailed their contracts to me (Hope Hunt.) No one with LCP has seen them, they are under lock and key for any criminal/civil charges that might be filed (which is why I have not destroyed them.)

Unfortunately, I was one of the scammed in this scenario. At this time, I am owed $150 for articles written. I only started digging deeply into this situation today when I received a computerized email from Hope Hunt, stating she no longer worked for LCPublications and that I should contact Roger Owens.
In reading this blog, I have little to no hope of being compensated for my time. As someone who just freelances as a hobby, I don’t dig much for dirt before accepting a job. A lot of my work is done without a contract at all…and up until now I’ve only ever been shafted once. I guess I can now say twice.
Hope - I don’t believe I sent any information to you that could lead to identity theft…but if I did, I hope you destroy it after any legal proceedings are done. I would love to be an added voice in anything done against this company/individual through the legal system.
Live and learn…and move on.

Thanks for sharing this information. If there was any doubt before that “cmcgroup” wasn’t indeed “Laray Carr” I have no doubt now. Notice the similarities between this Laray Carr site (http://ttavibro.com/corporatenew/) and the new one (http://mnt.2c-studio.com/).
Stefan, I am not an elance user, but have you reported this to the elance legal department? I don’t know what their policy is about payments for projects, but perhaps they could at least stop this guy from posting new jobs under different identities? Just a thought. Maybe you have already done this.

Just one more voice to add to the ever growing list of frustrated writers/photographer. I wrote 4 articles & submitted over 25 photos. (I was counting on the $$ for the photos more than the articles)I just hope that the photos & articles aren’t being used anywhere.
While I’m glad to have found some information, I’m still bummed about the outcome. I worked my butt off for those articles. However, my consolation is that I have 4 fantastic & complete articles that I’m going to start submitting elsewhere. Maybe the hardwork will pay off somewhere.

I did notify the authorities and got a response– just a thank you for notifying us. I sure hope others did also. It doesn’t take nearly as much time informing the authorities as it did writing for that scammer.

I submitted 2 articles that took considerable time, sounds like others put considerably far more effort in, so obviously the contract is invalid and we are free to reutilize our work on more credible fronts. As far as Hope, she was the consumate professional and should not be judged for being misled as we were.

I submitted articles, but I don’t think that the articles are necesarily all that he was looking for . I have been getting weird emails, the scam type, and phishing expeditions. I think that our emails and social security numbers were sold.

I got ripped off as well. I am a graphic designer that will not get paid $1,000 for ‘MySpace’ banners I created for all of these ‘magazines’. I unfortunately DID supply my SS #. I have learned now to find out if the company requesting is actually legit!!! Thank you all for the time and effort you have put into this. It truly makes my stomach turn in disgust at what has happened to me and so many others. Also makes me very, very furious.

We are a Digital Media communication company, Spotlight Media(http://www.spotlightmedia.in) based in India.We signed a contract with Roger Owens of Laray Carr Publications on the 26th August 2007 through a portal http://www.guru.com.
The contract was for a month starting 28th August -28th Sept.and we designed nearly 50 web templates for them which were approved and appreciated by them time and again.
We worked for them for a month, doing all the services they demanded.
Couple of days after signing the contact and beginning the work, we read the blogs and discussed the same with Mr.Roger,who assured us that they were all untrue and their legal dept. is taking action against the blogs. When ever we asked him for payment release in part
or any kind of advance, we were repeatedly assured to be paid by the accounts dept.once the contract term was completed.For which we have all the mails and chats saved. But at the end of the contract, we suddenly completely lost contact with any of them. The phone numbers provided are all out of service and the emails returned an automated response.
We have no clue how to proceed further and get our payment and request you to assist us.

I would like to add my experience with LCP.
We are a design firm based in India and were contracted by LCP for graphic design jobs from 8th August to 17th September. The contract was for $4000 plus $1200 in addition as we did a big extra lot of work in 5 days.
The contract was signed by some DAVID PERSON , Director of Publishing Development. Though all the contact and communication was with Roger Owens.
We did around 45 web templates for all of their magazines. Their corporate and media website along with 3 more. Also, there were these one page templates for all magazines again (around 40). I remember Stephan mentioning he has found their corporate website in the link of http://www.ttavibro.com/corporatenew . Well, they are our samples that we uploaded which I removed as I came to know of the scam.
Roger sounded very professional. He was very prompt with his responses. I do remember asking him if he ever sleeps, because whole day and whole night I could find him responding. (that goes to say that I worked day and night for him for days!)
The questions on payment were handled very smoothly. I asked him for the $1200 payment after finished the quick job. As written by Archana, i was also convinced that once we are through with the contract the payment would be made in full and I need not worry.
Well, so it got over one fine day and I did not hear from him. I waited for 3-4 days and dropped him e-mail asking for the payment. I was told that the details are forwarded to the Accounts Department and they would take care of it. Nothing happened since then, I did send him multiple requests for payments to which I got response that it would be done shortly. Then I asked for a final date for payment, since then I have not heard from him. It is an automated reply after that.
It is a real big fraud with so many victims. I do not understand what he did with so many templates that me and many other provided him. And with hundreds of articles that writers did for him if they are not launching the magazines. I mean what they really want? May be a funding from investors, which they didn’t succeed!
I am constantly dropping e-mails and hope they’ll be responded live. I wish we all get our dues.

Here we go again! Dragging up the past! God dont the queens love the drama!
Everything that has been put here has been covered in previous statements.
My Past - Yup theres a past, i dont hide it, im not proud of it i am ashamed of it but i’ve moved on, those who cant accept it and wanna drag it up every single time theres an issue - get a life!
On the run - News to me, i live quite a public life if the police wanted me they could find me no problem! Starting with Inland Revenue since i actually do pay my taxes! Last police matter I had they decided was a civil issue.
Belfast Police - Thats funny as I was only talking to a copper from belfast after there was a riot outside over the rangers and celtic match and someone got stabbed, took all my details did a check on my name, did this to alot of people, there was forensic units involved etc… didnt detain me as nothing came back as previously stated the only police investigation that there was came back as “civil matter”.
Prison - Again something I have never hidden, three months inside for “witholding information” still have the court records that i can quite happily send to whoever wants them.
Reece or Scott - as previously stated this is something i’ve never hidden, i was born scott changed to reece at 16, changed back a long while back.
Not paying invoices to freelancers - well i can give you a long list of freelancers that i’ve paid ontime and are happy, all my staff are happy they’ve all been paid with no hassle, staff of magazine are happy they’ve all been paid no problem.
Yes there was issues with wide blue, they’ve obviously put there story across which is quite different from what actually happened but there we go they obviously have lots of time on there hands.
I think there is in the past three companies that we’ve been in dispute with and there was valid reasons. something that i really wouldnt drag out on websites.
If wideblue hadnt have started on this campaign they would have been paid and to be honest I probably would still pay them but they havent contacted me, and after this campaign I have no intentions of contacting them myself.
As you can see on the blog site, one of our biggest suppliers who we have advertising with over £20,000 says they are paid upto date!
Why would we pay out £20,000 and not pay out £1000?! doesnt make sense really!
Recruitment Agencies - yup we use recruitment agencies, we have just recieved invoices and like all other invoices they will be paid, we’ve never had any problems from the recruitment agencies we have used in the present and the past.
Twisted - yup it failed, all ticket sales were refunded, not one person can say they bought a ticket and didnt get there money back straight after, and if there is anyone then speak to the ticket issuing company, there a pretty big well known company they’ll refund you no problem, but from there last contact with me last year everyone was refunded.
B-SPOKE - yup its something im working on, staff all paid not one of them can say they havent, maybe they would even come on here and say they have been paid very soon, who knows! would probably shut some people up, I wont be making ANY profit from this for minimum of six months, all money has been paid UPFRONT!!!
Laray Carr - I have no connection to Laray Carr he actually owes me money!
Since coming out of prison I have lived my life as transparant as possible to avoid this bullshit but some how the queens always find a way to drag up the past and get into the drama.
Now you can nit pick as much as you like but these are the facts! Im sure in six months time someone will try drag it up all over again.

Hi All,
I’m Jamie of Wideblue Creative that had the misfortune to do the work in question that Scott Dylan claims he had ‘issues’ with.
Scott’s reply above is as smooth as ever and I implore anyone reading not to fall for his stories.
His claim that he would have paid us is in direct conflict with the following:
1. Invoices were sent as far back as November 2007 with a pay-in-30-day directive. We are now in April 2008. JUST HOW LONG WERE YOU THINKING OF MAKING ME WAIT?!!
2. As soon as pressure to pay was applied, he disappeared/stopped answering calls/replying to emails.
3. I was requested to source and manage a 3rd-party technical developer who was also not paid. (Invoice of £2500).
4. He invented ’staff’ to send us mails promising proof of payment. None arrived of course.
5. The invoices totalled over £5k NOT £1k as he claims above so it is not a negligible amount.
6. I have emails and Skype chat evidence of SD being very happy with the work done for both his ‘agency’ (I use the term loosely) and projects for other clients he picked up from guru.com. There is not a single issue that would warrant non-payment. The only part of the agreement he has a problem with is paying. It’s disgusting and dishonest behaviour.
Scott if you have a problem with me and your other victims warning others of your behaviour maybe you’d like to see me in court for slander? What an interesting day out that would be.

Scott nicely put but total bullshit, I’ve not been paid for the B-spoke web site or business cards, Dan Angel the designer hasn’t been paid and neither have the other two guys. The “Queens” as you put it are not dragging up the past but are simply warning other people of there experiences with you so that they don’t end up out of pocket. The focus is not towards dragging up dirt but from what I can see is an altruistic response to protecting the freelance and associated community from predators. I personally from what I have discovered gave up any hope of being paid by you and would rather turn my attention to more positive persutes for clients who intend to pay. But it annoys me to no end when I see such flagrant disregard for peoples lively hoods and integrity from your self. In the ways of a complement you are indeed a cunning and intelligent person with a good ability to beguile and seduce and I only wish that your where not so self serving and predatory. I honestly would love to believe that you are a nice guy as I found it easy to get on with you but I am afraid that the evidence I have been presented leads me to a different conclusion.

Does anyone have a real update on this???? Scott Dylan was ARRESTED today in Belfast. Is he the same or linked to Laray Carr? Do we need to send information so that we may get justice???? Anybody know>????
